Dominican Independence: will we be doomed to repeat it?

So, during History Class last month, we were talking about the Independence from our neighboring country, Haiti. So, while the dominican side says the country is "rightfully ours", the Haitian Government repeats the message. Basically, the Haitian Government, as my teacher said, are very strict, despite how poor they are right now. For example, go to Dominican Republic undocumented, they'll send you back in at least a year (once they find you out); go to Haiti the same, and they immediately deport you. Basically stricter. So, it's bound to happen again, I mean the other side invading and recolonizing us. Like my teacher said, "We'll later drive them out with broomsticks if we have to."

So, what do you guys think? After all the unstable governments we had (yes, we, since I'm living there as well), do you think we're doomed to repeat history?
